Who is Eddie Pilapil?


EDUARDO “Eddie” PILAPIL was born on April 4, 1941 in San Jose, Camarines Sur by proud parents Enrique Conde Pilapil and Flora Pala-Caballero Patriarca. He is married to Teresita Rivero and they are blessed with two children namely, Flora R. Pilapil(deceased) and Eduardo R. Pilapil Jr. He finished his degree in Lyceum University, Manila wherein he was given a title of Bachelor of Science in Foreign Service and Bachelor of Arts in Social Sciences. On 1983 he graduated as Master of Laws in University of Manila and eventually succeeded in the Bar Examinations. Because of his outstanding achievements and performance in his chosen field of profession as well as in public service, Lyceum of the Philippines awarded Eddie Pilapil as Outstanding Alumnus given to him on 1990. And on 1997 the Rotary Club International also recognized his accomplishments by granting him the Paul Harris award. At present he is the DIRECTOR OF PHILIPPINE VETERANS FEDERATION OF THE PHILIPPINES, CHARMAN OF THE VFP-SONS AND DAUGHTERS ASSOCIATION, INC. and PRESIDENT OF WORLD WAR II HERITAGE ORGANIZATION, INC,

As Lawyer, He practiced his legal profession and has been a law partner in Santos, Pilapil and Associates Law Office since 1987.

As Professional, he became the Director of the Philippine Veterans Bank from 1993 to1994, 1997 to1998 and 2004 to present. His directorship position on the said bank was interrupted when he joined the politics and served in the government.

As Appointive Public Servant, his competence brought him to hold important government posts. From 1993 to 1995 Eddie Pilapil was the POSTMASTER GENERAL of the Philippine Postal Corporation and Chairman of the board and CEO of the Philippine Postal Savings Bank. Under President Fidel V. Ramos administration, he was appointed as SECRETARY OF THE DEPARTMENT OF TOURISM (1995 – 1996) and as such he was the chairman of the various government agencies and commissions as follows: PRESIDENTIAL COMMISSION ON BICOL TOURISM SPECIAL DEVELOPMENT PROJECT, PHILIPPINE TOURISM AUTHORITY, PHILIPPINE CONVENTION AND VISITORS CORPORATION, INTRAMUROS ADMINISTRATION, PRESIDENTIAL COMMISSION ON TAGAYTAY-TAAL and IFUGAO TERRACES COMMISSION. As Chairman of the said Presidential Commission on Bicol Tourism and Development he paved the way for the creation of the blueprint for the tourism development of Bicol region.

As Elective Public Official, the constituents of Eddie Pilapil in the Partido area of Camarines Sur have proven his capacity to be an effective leader and legislator. And as such he received several awards and distinctions in recognition of his exceptional performance in government service. He started his career in politics when he run and won as Municipal Councilor of San Jose, Camarines Sur (1967 to 1971). During his term as Municipal Councilor he held the position of President of the National Association of Municipal Councilors of the Philippines. It was from 1987 – 1992 when he first served as REPRESENTATIVE of the 3rd district of Camarines Sur. It was this term when he was awarded by the Institute of Strategic and Development Studies as One of the Top Performers in the 8th Congress of the Philippines. More than a year after he left his position as Secretary of Tourism he then represented the veterans sector in the House of Representatives in the 11th Congress of the Philippines as PARTY-LIST REPRESENTATIVE from 1998 - 2001 and at the same time became a chairman of the House of Representatives Committee on Veterans Affairs and Party-List Unity Coalition and a member of various House of Representatives Standing Committees. His quality performance in the 11th Congress earned him a merit on year 2000 as Outstanding Public Official of the 11th Congress of the Philippines and Outstanding Congressman. These recognitions were given by the Newsmen Association of the Philippines and Makati Graduate School and Congress Magazine respectively.
